The conceptual roots of the Ombudsman program are found in nineteenth century Scandinavia, when Ombudsman positions were
established to give ordinary citizens access to express their concerns to high government officials. Always accessible, the
ombudsman acted as troubleshooter, advocate, intercessor and interpreter.
The ombudsman concept was first adapted for the United
States Navy by Chief of Naval Operations Admiral Zumwalt in 1970. Originally elected by the wives' club, the ombudsman selection
process was soon changed by OPNAV Instruction 1750.1, which established that the Commanding Officer appoint the ombudsman.
The Navy has since expanded the role of the ombudsman to include any program that facilitates the promotion of morale and welfare
of the families of the command.
Today's ombudsmen are trained professionals, and full members of the Commanding Officers team. Their
ability to evolve with the Navy and adapt to the uniqueness of each command is a source of strength that allows the ombudsman program
to successfully fulfill its mission.
